The Economic and Fiscal Implications of Alberta Separation
The Overview Report brings together the major findings from across the project. It is intended to give readers a clear, accessible account of the principal economic and fiscal issues, the factors that could shape them, and the range of potential outcomes identified through the research.
About the Analysis: Purpose and Scope
This work was commissioned by the Government of Alberta to examine the potential economic and fiscal impacts of Alberta separating from Canada, including both possible benefits and risks. That mandate defines the scope of the analysis. Separation would also involve important legal, constitutional, political, social, and other considerations. Those issues are not examined comprehensively here, but are highlighted where they could materially affect economic or fiscal outcomes. Their more limited treatment reflects the scope of the project, rather than their significance to the broader question of separation.
Because many of the factors shaping Alberta’s economic and fiscal position would depend on future negotiations, policy choices, external dynamics, and decisions by other governments and institutions, there is no single outcome that can be predicted with certainty. The analysis therefore considers a range of scenarios and contingencies.
The Technical Papers and Appendices provide the deeper analysis underlying the Overview Report. Each examines a particular issue in greater detail, setting out the evidence, assumptions, methodology, scenarios and supporting analysis developed by the project’s economists, researchers and policy experts.
